There’s a low amount of content and the game hits a wall where you expect it to give you tools for the third location which is easy to get to but there is no third area. The second and third boat dock waste truck isn’t upgradable so you can’t use them properly. And the second location train station is too expensive at start but I’m guessing it was to stop people from progressing too fast. Bottom line is it just isn’t finished.
